ADML'66 Constitution and By-Laws -------------------------------- I. OVERVIEW ----------- The ADML '66 consists of 16 franchises. These franchises utilize the Diamond Mind computer game to play a pre-determined schedule of assigned games. The results of these games are reported to the league statistician as well as the opposing franchise manager each month on a timely basis. The results are then compiled on a monthly basis and distributed to each franchise. II. LEAGUE PHILOSOPHY --------------------- The ADML '66 exists for the enjoyment and sportsmanship of its members. It is intended to supply an outlet for fellowship, fairness, and competitiveness. It is a non-profit organization whose dues and monies are used to cover expenses incurred in the operation of the league. III. DUES --------- The annual dues are determined each year by the commissioner and are due by June 1st. IV. ORGANIZATION STRUCTURE -------------------------- The ADML '66 consists of 16 members, with each member having responsibility for the prompt and conscientious management of the obligations of their franchise. The ADML '66 is governed by a commissioner who grants and revokes franchises, resolves disputes, and conducts all league business. The commissioner will appoint a 4 man League Committee who will assist him in assuring and maintaining quality league standards. The commissioner has complete and final authority. V. LEAGUE STRUCTURE ------------------- The 16 franchises are divided into 2 conferences. Each conference consists of 8 franchises, divided into 2 divisions. VI. FRANCHISES (Teams) -------------- Each franchise maintains a roster of players, utilizing these players to instruct other franchises in the playing of all away series as well as utilizing them in the playing of all home series. Each home franchise reports the statistical results of these series to the league statistician as well as the visiting franchise. VII. SCHEDULE ------------- Regular season play will begin October 1, 1997 and end February 20, 1998. Each team will play 162 games. The Diamond Mind Computer Manager will be used for the visiting teams, therefore the manager profile for visiting teams must reach the home team manager by the 1st of each month. All home games must be played and reported by the 20th of each month. VIII. ROSTERS ------------- Teams consist of 32 players and must have sufficient batting and pitching resources to cover the 162 game schedule. Sufficient batting resources would be approximately 600 at-bats per position, sufficient pitching resources would be 162 starts and approximately 300 relief appearances. Of these 32 players, 27 are designated as active for each different series during each month. The last 2 months of the season (August and September) all 32 players are active. A 24 man protected roster must be submitted to the commissioner by April 1st. The 8 un-protected players will be available in the next years rookie draft. IX. PLAYER LIMITS ----------------- League at-bats for batters is determined by rounding their actual at-bats up to the next increment of 50. League starts and appearances for pitchers are limited to their actual number of starts and appearances, except in the following instances: - pitchers with an ERA of 5.01 or greater may double their number of starts up to a maximum of 24 - pitchers with an ERA of 5.01 or greater may double their number of relief appearances up to a maximum of 40 All players with at least 200 actual at-bats must accumulate at least 50% of their actual at-bats as plate appearances, or they will be available in the rookie draft. Any overuse of players and/or pitchers will be dealt with individually by the commissioner. Penalties may range from a slap on the wrist to title forfeiture. X. ROOKIE DRAFT --------------- A rookie draft is held each year in July or August. To be eligible for the rookie draft, batters must have at least 30 AB's, and pitchers must have at least 20 IP's. The team drafting order of the first round will be an NBA style lottery. The WS winner will draft 16th, the WS loser will draft 15th. The team with the worst record will have 14 chances in the lottery, the non-WS team with the best record will have 1 chance in the lottery. The team drafting order of the 2nd, 4th, 6th, and 8th rounds, will be in reverse order of overall W-L record. The team drafting order of the 3rd round will be determined by random draw. The team drafting order of the 5th, 7th, and 9th rounds, will be in reverse order of home W-L record. All ties are broken by worse home won-loss record, head-to-head play (if applicable), or coin flip - in that order. XI. SERIES PLAY --------------- Regular season: Each month's games MUST be played in an ADML '66 player directory with no prior stats or fatigue. To be sure that your player directory is "clean", use PLAY, BEGIN, YES, before playing league games. Computer manager is MANDATORY for visiting teams. Manager profiles must reach home manager and commissioner by the 1st of each month. Injury setting is actual. Injuries DO NOT carry over from series to series. After each series, rest the LEAGUE for 999 days. DO NOT zero out stats ! Series results must reach visiting manager and commissioner by the 20th of each month. results consist of game boxscores, game scoresheets, visiting team batting and pitching series stats, and visiting team series export statistics files (_____.EXP) Monthly stats MUST reach the Commissioner or his designee by the 20th of each month. XII. TRADING ------------ The trading period is from April 1st thru September 15th. All trades must be reported by both teams to the commissioner. Draft choices may be traded, but only those for the upcoming draft. NO trading of future draft choices is allowed. All trades are subject to the approval of the Commissioner and the League Committee. XIII. OTHER RULES ----------------- Era setting for each season will be determined by coin flip. Players with an OF rating may play any OF position. Except for the OF rule listed above, players may only play positions at which they receive a rating.
